President Signs Legislation to Reopen Federal Government

On Wednesday, November 12, President Trump signed legislation that funded and reopened the United States government. The Senate secured enough votes on Monday to pass a package of bills that will fund federal operations through January 30, 2026. The bills also fully fund agricultural, military construction, and veterans affairs programs through September 2026.

The deal reopens the government and allows federal employees who received layoff or reduction-in-force notices to return to work. It guarantees back pay for workers who were furloughed or who worked without pay during the shutdown.

The bills include support for state government as well. States will receive reimbursement for the money they used to keep the Supplemental Nutrition Assistance Program (SNAP) and the Women, Infants, and Children program (WIC) running during the shutdown.

Senate leaders secured the deal with a promise to consider the expiring Affordable Care Act subsidies that Democrats want to preserve. House Speaker Mike Johnson has not committed to bringing the matter forward for debate.
