Highspire, PA – September 3, 2025 – The Capital Region Economic Development Corporation (CREDC) has announced that the Pennsylvania Industrial Development Authority (PIDA) approved a $1.46 million Traditional PIDA loan to support Osage Piping & Fabricating, Inc. in acquiring its manufacturing facility at 85 Industrial Road, Highspire, PA.
The project supports a planned ownership transition to President and CEO Dustin Zehring. It will also help retain 33 full-time jobs in Dauphin County. The facility will remain fully owner-occupied by Zehring Holdings, Inc. dba Osage Piping, which qualifies as an industrial manufacturer under the PIDA Traditional Loan Program.

Founded in 1994 by Charles and Sandra Miller, Osage Piping has become a respected leader in industrial-grade piping and metal fabrication across the Mid-Atlantic region. The company’s services include stainless steel process piping, industrial and utility piping, and precision cutting of plastics, ceramics, and metals.

Leadership and Succession
After the passing of co-founder Charles Miller in 2022, ownership transferred to Sandra Miller, who now plans to retire. Zehring, who has led daily operations since 2021, will acquire both the business and its real estate. This transition ensures continuity for employees, customers, and suppliers.
Under Zehring’s leadership, Osage has strengthened operations, improved financial controls, and expanded customer relationships. The company also eliminated an unprofitable division and invested in workforce development. As a result, it has added new hires, offered leadership training, and achieved ISO 9001 certification.
CREDC’s Role in the PIDA Loan
CREDC worked closely with Osage Piping and First Commonwealth Bank to structure financing for this major transition. By leveraging the PIDA program, CREDC continues to help manufacturers across Central Pennsylvania access affordable capital that supports job stability and long-term growth.
The PIDA loan closing is expected later this year.
