The Impact Harrisburg Initiative, with a goal of helping small and disadvantaged businesses compete for city and county procurement contracts, is making progress.
Launched in January 2025, the initiative offers technical assistance and builds capacity to increase participation in procurement with the City of Harrisburg, Dauphin County, and other partners. Since then, it has taken several meaningful steps forward.
Most recently, the initiative hosted its first public workshop in partnership with the City of Harrisburg and Impact Harrisburg. Held on May 29 at the Harrisburg Regional Chamber & CREDC offices, the City Project Opportunities Workshop focused on helping businesses understand the city’s procurement process.
The session reflected our core value of inclusion. It welcomed both first-time bidders and businesses seeking specific contract opportunities. A total of 42 individuals attended, demonstrating strong interest and a shared commitment to growth.
Together, we are building a more inclusive and competitive business community — and this is just the beginning.

The information I received was not only helpful to my company, it was also different from what we’re used to hearing.”
Hillary Greene and Jason Graves from the City of Harrisburg led the session. Guest speakers from EMSDC, Finanta, and Foundation Surety provided additional insights. Topics included how to respond to solicitations, meet bonding and insurance requirements, and explore subcontracting opportunities.
Looking ahead, the initiative will continue offering workshops and resources to connect local businesses with valuable tools, insights, and opportunities.
