The Capital Region Economic Development Corporation (CREDC), serving Dauphin, Cumberland and Perry counties, plays a vital role in leveraging Pennsylvania’s Redevelopment Assistance Capital Program (RACP) to drive economic growth across Central Pennsylvania. Since 2001, CREDC has facilitated more than $53 million in RACP funding for 29 projects, serving as a critical link between state resources and local development. These projects have delivered a regional economic impact of more than $162 million.
Navigating the Complexities of RACP
RACP is a state-funded grant program administered by the Governor’s Office of the Budget. It supports the design, acquisition and construction of regional economic, cultural, civic, recreational and historical improvement projects. The application and compliance process can be complex, but CREDC helps organizations meet the requirements and stay in alignment with the program’s strict guidelines.
To reduce burdens for its clients, CREDC charges one flat fee and does not require organizations to pay separate legal costs or hire an outside consultant. With decades of experience, CREDC absorbs many of the administrative challenges and unexpected expenses that typically affect other RACP recipients. The organization has served in both Grantee and Administrator roles for various projects.
Recent Projects and Impact
CREDC is currently managing nine active RACP awards totaling more than $15 million. Highlights include:
Harristown and affiliates: A $1 million award is helping develop a new pocket park on South Second Street, between the Menaker Building and The Crowne Plaza. The space will serve as a relaxing urban retreat where residents and visitors can enjoy local food, events and entertainment.
Dauphin County Library System: A $1 million grant supported the expansion of the Walnut Street location in Harrisburg, improving community spaces and administrative capacity.
Hidden Still Spirits: Three awards totaling $2 million helped the Hershey-based distillery expand its operations, boosting local tourism and economic development.
YWCA Greater Harrisburg: A $1 million grant is funding critical facility upgrades at 1101 Market St.
Penn State College of Medicine: A $5 million investment is transforming the Comparative Research facility, supporting cutting-edge medical research.
Streamlining Processes for Greater Efficiency
In 2023, the Shapiro administration implemented reforms to streamline the RACP process. Updates included a simplified e-grants system, fewer application sections and a revamped website—all designed to speed up approvals and disbursements. CREDC quickly adapted to the changes to ensure local projects could continue accessing essential funding.
