For Bradley and Kara Goddard, investing in a new facility means building on the business they’ve grown since 2012. Their company, ACD Liquidators LLC, is 50% woman-owned, and its next chapter is taking shape in West Hanover Township through a nearly $6 million industrial development designed to support its continued growth and make room for other businesses.
ACD purchases surplus, overstock, and discontinued building materials- including lumber, windows, doors, cabinets, and flooring- and resells them to discount centers. Since its founding, the company has operated from the Goddards’ home, coordinating wholesale purchases and sales without a dedicated business facility.
Goddard Holding LLC, the related real-estate owner and developer, acquired and developed approximately 13.25 acres at Allentown Boulevard and South Oak Grove Road, including approximately 10 usable acres. The project included land acquisition, extensive site preparation, and construction of a building designed for multiple light-industrial or light-manufacturing users.

The completed development gives ACD its first dedicated business location and has enabled the Goddards to expand into two additional business lines focused on doors and kitchens. The facility also includes space designed to accommodate other light-industrial or manufacturing users, extending the potential impact beyond their own operations.
Bringing the investment together
CREDC helped connect the project to a $2.25 million loan through the Pennsylvania Industrial Development Authority (PIDA), working alongside First National Bank (FNB) and the owners to assemble the financing.
As a Certified Economic Development Organization, CREDC provided local underwriting, loan packaging, and coordination for the PIDA financing. FNB supplied approximately $2.91 million in financing, and the borrower contributed approximately $781,000 in equity, bringing the documented project investment to $5.94 million.
The PIDA loan closed August 13, 2026, completing the project’s PIDA financing component.
That collaboration connected Commonwealth financing, private lending, and owner investment to a completed development with a lasting physical presence in the region.
An investment beyond one business
Industrial development requires significant work before a business can begin using the space- from acquiring land and preparing the site to constructing a building suited to its operations.
The Goddards’ investment brought those pieces together in a facility designed to serve both an established regional company and additional industrial or manufacturing users.

For West Hanover Township and Dauphin County, the result is an investment in productive industrial space. For the owners, it is a foundation for their business’s next chapter, with room to accommodate the work and ambitions of others.
