Osage Piping Closes on PIDA Financing, Securing Legacy Manufacturer for the Next Generation

The Capital Region Economic Development Corporation (CREDC) is pleased to announce the successful closing of a $1,460,000 Traditional loan through the Pennsylvania Industrial Development Authority (PIDA) to support Osage Piping & Fabricating, Inc. in the acquisition of its long-time manufacturing facility at 85 Industrial Road, Highspire, PA.

CREDC worked closely with Osage and First Commonwealth Bank to structure a financing solution that made this transition possible. By leveraging the PIDA program, CREDC continues to ensure that legacy manufacturers not only survive ownership changes, but emerge stronger, locally anchored, and built for the future.

The closing formalizes the ownership transition to President and CEO Dustin Zehring, securing the future of a 30-year legacy manufacturer and the retention of 33 full-time jobs in Dauphin County. The 34,450-square-foot facility will remain 100% owner-occupied by Zehring Holdings, Inc. dba Osage Piping, reinforcing the company’s long-term commitment to Highspire Borough.

Founded in 1994 by Charles and Sandra Miller, Osage has grown into a highly respected industrial-grade piping and metal fabrication company serving clients across the Mid-Atlantic and beyond. Its advanced capabilities, from stainless steel process piping to precision laser, water jet, and plasma cutting, have earned partnerships with major manufacturers including Tetra Pak, PepsiCo, The Hershey Company, and TE Connectivity.

Following the passing of co-founder Charles Miller in 2022, Sandra Miller sought to complete a thoughtful succession plan. Zehring, who has led day-to-day operations since 2021, has now officially acquired both the operating company and its real estate, ensuring continuity for employees and customers while positioning the business for long-term growth.

This transition is more than symbolic. Under Zehring’s leadership, Osage strengthened capital management, expanded key customer relationships, added new technical and administrative roles, and achieved ISO 9001 certification. The company’s workforce investment, including competitive wages, leadership development, and ongoing training, reflects a clear commitment to building the next generation of skilled manufacturing talent in Central Pennsylvania.
