RACP Changes in the Works

Do you know CREDC’s history of providing support to RACP applications and projects?  Since 2001, when our most detailed record keeping began, CREDC has supported 29 different RACP projects with awards totaling over $51,325,000 throughout all 3 counties of the Harrisburg Region.  RACP is notoriously tricky, complicated, and full of rules which if not taken seriously can result in much pain and unexpected costs.  CREDC is here to help recipients navigate these challenges. 

Since Governor Shapiro has taken office, needed attention has been given to RACP processes and procedures which impact the pipeline and the timeliness of processing these projects from beginning to payout and final audit.  This fall, many changes were announced which are designed to help streamline the process and turn things around quicker.  Changes can create confusion and anxiety. CREDC is here to help!  We have examined these changes thoroughly and our resident expert, Ryan Bonus, is action on these changes with our existing portfolio consisting of 11 awards of over $27 million in total.  Here are a few projects which were completed this year or nearing completion:

Dauphin County Library System – Awarded $1,000,000

The Dauphin County Library System Walnut Street Harrisburg Expansion project will construct an interior connection between the current McCormick Riverfront Library and the newly acquired Haldeman Haly House. It will renovate the Haly House to support administrative offices, provide community, conference and private counseling rooms and renovate the lower floor of the existing library providing space for a children’s center and welcome center.

Hidden Still – Awarded $1,500,000

Hidden Still Spirits in Hershey, PA was awarded two grants totaling $1,500,000 through the Redevelopment Assistance Capital Program awarded by Governor Wolf. Hidden Still received a $1,000,000 grant in May 2022 and a $500,000 grant in October 2022 to support the expansion of their administrative offices, patio, and infrastructure. With CREDC’s role of being the certified EDO and grantee for this project we except Hidden Still Spirits renovations to be completed by end of 2023.

WCI Partners, LP – Awarded $2,500,000

We are thrilled to share the exciting news about the successful completion of our recent economic development project in the heart of Midtown Harrisburg, PA. By revitalizing homes in this area, we have not only preserved our city’s rich history but also created more attractive living spaces for residents. This transformative initiative, led by WCI Partners, LP, with CREDC serving as the grantee and project administrator, has brought about significant positive changes in our community and has played a vital role in enhancing the overall quality of life in the Midtown area.

The Atlas Building – Awarded $4,500,000

We are excited to introduce you to our latest project CREDC had the pleasure to work on – the “Atlas Building” by A Mighty Group in upper Harrisburg, PA. The goal with this project is to restore and renovate a once-blighted building, transforming it into a vibrant centerpiece for our community. By doing so this building will be able to house multiple tenants to provide much-needed services to the area.
