Kevin E. Hedge, Professional Wetland Scientist, and Jennifer M. Egan, PG, Environmental Compliance Specialist, recently joined SKELLY and LOY in its Hunt Valley office. Mr. Hedge and Ms. Egan are both currently working as on the MD 219 mitigation project located in Garrett County, Maryland. The MD 219 realignment is proposed to improve safety and will run continuously between I-68 and the MD/PA line, providing much needed transportation improvement for this area.


Mr. Hedge is a wetland scientist, environmental /regulatory consultant, and project and team manager with 20 years of experience working on development, utility, and water quality improvement projects. He maintains a strong practical understanding of permitting and regulatory impacts on business and industry as well as regional watershed restoration efforts. Mr. Hedge earned a Master of Science degree in Environmental Management and a Bachelor of Science in Natural Resources Management from the University of Maryland. He is a Professional Wetland Scientist (PWS) # 1559 of the Society of Wetland Scientists, and a Code of Maryland Regulations Qualified Forest Professional.


Dr. Egan is a professional geologist with 15 years of multidisciplinary science and engineering project management and research experience. She provides technical and regulatory expertise and project planning and design with a focus on cost-effective and sustainable solutions for clients. Her experience includes holistic watershed management, planning, and research; hydrologic and hydraulic modeling; wetland delineation; stream and wetland design and mitigation; coordinating and obtaining local, state, and federal permits for engineering projects; and flood and stormwater project analysis and design. Dr. Egan holds a Master of Science in Geology and a doctorate in Water Science and Policy with a focus on legal and economic aspects of nonpoint source pollution in the Chesapeake Bay.
