Meet Our 2018 Board Chairs

The Harrisburg Regional Chamber & CREDC is happy to welcome the organization’s 2018 Boards of Directors Chairs and new members of the boards of directors. Sheilah Borne will serve as Chair of the Harrisburg Regional Chamber Board of Directors and Nick DiFrancesco will serve as Chair of the CREDC Board of Directors.

Each brings a unique perspective from industries that are integral to the success of our region.” 

Sheilah Borne

Sheilah Borne is the Associate Vice President of Government Health Relations for Penn State University. She began her work in the University’s Office of Government and Community Relations in May 2004. In her role, Sheilah represents Penn State’s legislative and regulatory health care interests on the local, state, and federal levels before elected and appointed governmental bodies.

Prior to her tenure with Penn State Hershey, Sheilah was Assistant Director of the Office of Public Health Preparedness in the Pennsylvania Department of Health. Sheilah served as a senior appointee in both the Ridge and Schweiker gubernatorial administrations as Director of Legislative Affairs in the Department of Labor and Industry and Deputy Director of the Office of Homeland Security for the Commonwealth, respectively. Sheilah also served in the private sector as the Chief Operating Officer of the 521 Management Group.

Sheilah earned a bachelor’s degree in political science from Temple University and began her professional career as a congressional aid in Washington, D.C., serving for six years as a senior staff member to U.S. Congressman George W. Gekas.

Sheilah is a past Chair of the Chamber’s Government Relations Committee. She serves on the Board of Directors of the Ronald McDonald House Charities of Central Pennsylvania, the Pennsylvania Partnerships for Children, the Anstine Excellence in Public Service Series, Shalom House (a homeless shelter for women and children), and she is a member of the American Heart Association Capital Region’s Go Red for Women Executive Leadership Team. Sheilah serves on the Parish Finance Council at her church, St. Catherine Laboure in Harrisburg, and has been appointed to the School Board of Bishop McDevitt High School.

Sheilah was recently sworn in as the Mayor of Paxtang Borough in Dauphin County. She resides in Paxtang with her husband, Timothy Fuller, and their two children.

Nick DiFrancesco

DiFrancesco, NickDominic D. “Nick” DiFrancesco, II, currently serves as the President and CEO of the Pennsylvania Association of Community Bankers (PACB).  He is a passionate advocate for Main Street economic development.  Nick believes that small business is still the foundation of the US economy and that community banks provide the fuel that drives small businesses.

DiFrancesco has held a number of professional and volunteer positions each of which focused on community investment.  Nick continues to be an active participant in the Harrisburg Region Chamber and serves as the current chairman of the Capital Region Economic Development Corporation (CREDC).  He also serves on the Susquehanna Area Regional Airport Authority board, and has served on several municipal boards throughout the past 30 years.  His community involvement gives Nick the real world insight necessary to effectively advocate for the community banking industry.

In 1994 Nick Joined the PACB staff as their Director of Government Relations.  He served in this role for nine years, and in 2003 was elected to serve as a commissioner in Dauphin County, PA.  He was re-elected in 2007.

In 2010 Nick returned to PACB taking the helm of the organization as President and COO, and became CEO one year later.  He is the father of two wonderful children, grandfather of three, and the proud husband of an ordained minister. Nick holds a bachelor’s in public service from Penn State University.
