Bowen Hired as NTM Engineering Senior Project Manager

March 20, 2015, Dillsburg, PA—NTM Engineering, Inc. is pleased to announce that

Mark D. Bowen, PE, CFM has joined our firm as a senior project manager in NTM’s Highway and Bowen Mark-700
Stormwater Division. Mark offers over 18 years of water resources municipal and transportation
engineering experience, and he serves as an instructor for hydrology, hydraulics, and land
planning/development at Delaware Technical and Community College. Mark is a Professional Engineer
registered in Delaware, Maine, Maryland, Pennsylvania, and New York and is a Certified Floodplain
Manager.
Mark earned a Bachelor of Applied Science degree in Engineering Management
Technology from the University of Delaware in 1996. He currently serves as chairman of the
Pennsylvania Stormwater Technical Advisory Workgroup (PaSTW) and the chairman of the PaSTW
Vegetative Solutions Subgroup. Mark’s recently published articles include “The Cost of Stormwater
Management” in Product Periscope (2008), “Green Stormwater Management” in Benchmark (2011), “Cost
of Stormwater” for Pennsylvania State Senator Erickson (2012), “Stormwater Authority” for the House
Local Government Committee (2012), “A New Green Stormwater Infrastructure Solution” in Greenfield
Report (2013), and 12 articles on green stormwater infrastructure in Hemlock News (2013‐2014). In
2014, Mark presented “Green Urban and Suburban Stormwater Infrastructure” for the 3‐Rivers Wet
Weather Conference in Pittsburgh.
Mark’s engineering experience focuses on water resources with his areas of expertise
including

municipal engineering, watershed analysis, stream modeling, water quality monitoring, hydrologic
and hydraulic analysis, flood management, bridge scour analysis, green stormwater design, site
development, construction management, and integrated project delivery. Mark also developed a fish
friendly high density polyethylene (HDPE) culvert for use under roadways in sensitive environments.

At NTM, Mark will manage a variety of green stormwater infrastructure, water resources,
and

highway projects. “We are excited to have Mark join our NTM team,” commented NTM’s Highway and
Stormwater Division Manager and Principal Jeffrey MacKay, MS, PE, CPESC. “Mark and I have
collaborated on the Pennsylvania Stormwater Technical Advisory Workgroup, so I know his passion for
being a leader in green stormwater infrastructure. Mark’s diversity of experience allows him to see
aspects of design that others cannot, providing clients with unique and effective deliverables.”
